Though they’re not the most gorgeous or exciting, Rider-Waite decks aren’t usually too expensive, and they’re probably pretty easy to buy second-hand. Also, there’s a few mini decks out there that are a bit cheaper than the full sized ones. I use the Modern Witch deck—it was about 25-30 dollars with shipping and tax, which I didn’t think was too bad, and it’s been working great for me! Good luck!
I just searched for "Tarot Cards" on Amazon and sorted by price, lowest to highest... In addition to more books than I can shake a wand at (many listed as free in the Kindle Unlimited program), the least expensive "deck" I found was "The Art of Tarot Cards CD-ROM and Book (Dover Electronic Clip Art)" -- an actual holdover from the old days of things being on disc. :-) The disc has the artwork from TEN full decks, so with a little work you could make your own... The only problems are that 1) much regular printer ink is not waterproof, and 2) they say there's only 1 copy left (but supposedly will get more...?) Also, while it was hard to find actual decks among the bazillion listings for books about Tarot, there are several decks and/or "kits" (book + deck) in the $13-$18 range on Amazon, with prices climbing from there. (I suggest searching for "tarot kit" or "tarot book + deck")
That said, I'd check the "Sale" or "Remainder" shelves at local bookstores; I was once gifted with a $30 oracle card set that cost my folks $8 at Barnes & Noble. (You may need to look on the regular shelves in addition to "sale" or "remainder" shelves.)
